Position Title: People Operations Benefits and Leave Administration Coordinator

Department: People Operations

Status: Full Time, Exempt position

Schedule: Monday through Friday - 8:00am - 5:00pm

Location: Onsite

This position is only open to applicants residing in Roseburg or surrounding locations within commuting distance.


Salary: Wage Band 18: $ 68,155 - $81,785

POSITION PURPOSE
The Benefits and Leave Administration Coordinator is responsible for managing and administering employee benefits programs and leave policies for Umpqua Health. This includes oversight of health insurance plans, retirement plans, paid time off, and all leave of absence programs, ensuring compliance with federal and state regulations and organizational policies. The HR Specialist serves as the primary point of contact for employee inquiries, providing accurate information and support regarding benefits and leave options, and processing all related documentation. This role also acts as a liaison with Finance for audits, compliance reporting, and reconciliation, while streamlining internal HR processes to ensure efficiency and accuracy.

ESSENTIAL JOB RESPONSIBILITIES
  • Administer day-to-day operations of employee benefit programs including health, dental, vision, life insurance, and retirement plans.
  • Serve as the main point of contact for employee benefit inquiries, enrollment, changes, and claims assistance.
  • Coordinate annual open enrollment and ensure employees are informed of options and deadlines.
  • Maintain benefit enrollment systems, perform data entry, and conduct regular audits for accuracy.
  • Partner with insurance providers and brokers to resolve benefit-related issues.
  • Review and update benefit communications and provide new employee benefit orientation.
  • Reconcile benefit deductions and collaborate with Finance for accurate reporting.
  • Manage retirement plan administration, including quarterly reviews, annual testing, and contribution processing.
  • Process and administer all leave requests including FMLA, OFLA, ADA accommodations, parental leave, disability leave, and other applicable programs.
  • Ensure compliance with federal, state, and organizational leave policies.
  • Track leave balances, maintain accurate records, and coordinate with payroll for accurate leave pay and deductions.
  • Provide employees with guidance on leave policies and assist with return-to-work processes.
  • Stay current on regulatory changes impacting leave programs.
  • Maintain compliance with ACA, ERISA, COBRA, HIPAA, and other applicable regulations.
  • Prepare and submit reports related to benefits and leave data for audits and regulatory requirements.
  • Support annual audits for retirement plans and year-end reporting.
  • Conduct informational sessions to educate employees on benefits and leave programs.
  • Maintain accurate records in HRIS systems and prepare utilization and trend reports for leadership.

MINIMUM QUALIFICATIONS
  • Bachelor’s degree in Human Resources, Business Administration, or related field required.
  • 5–7 years of experience in benefits and leave administration, with strong knowledge of PLO, FMLA, OFLA, ADA, and related laws.
  • Familiarity with ERISA, COBRA, HIPAA, and ACA compliance requirements.
  • Proficiency in HRIS systems (e.g., Namely, Lattice) and Microsoft Office Suite.
  • Strong analytical, organizational, and communication skills.
  • Ability to manage multiple priorities in a fast-paced environment while maintaining confidentiality.
PREFERRED QUALIFICATIONS
  • Experience working in Human Resources, People Operations, or Learning & Development
  • Experience administering LMS platforms and/or performance management tools (e.g., Lattice)
  • HR certification (PHR/SPHR or CEBS)
  • Bi-lingual translation capabilities a plus
